A Note about Rounding
In order to avoid introducing a bias by systematically rounding values ending 0.5 either up or down, I have adopted the method of rounding toward the nearest even number. Thus, 31.5 is rounded to 32, and 211.5 is rounded to 212.

I've always felt that method was a little unfair to the odd numbers. ;)

Thank goodness, then, that the FCC is looking out for the odd numbers. (Check out your FM dial to see what I mean.)
