OTB I would play 22/18 21/15 and be happy. Here, more time to spend on the problem. so let's see. I think the key behind the problem is to check how blocked numbers play, especially looking at doublet on which the rearmost checker is blocked. We don't want to open up after these.

What plays do we have:

22/18 21/15: 11 does not play without opening up.

21/11: All doublets play without opening up, however 55 is badly blocked and leaves us in grave danger next.

22/16 13/9: Cracks on 44.

22/18 13/7: Does not crack on any double. Our worst number is 44, but that can be reasonable handled. The only really bad sequence is 44 followed by 44, which blots. If that were not the case, 22/18 13/7 would be clear. Nevertheless, my vote:
