The checker you have split to the five point makes fours difficult for your opponent to play. This decreases the value of slotting which gives her fours to hit. You are hesitant to make your opponent's bad numbers good.

Also note that your sixes play OK from the 20 point next turn. 61P-21 favors slotting in part because sixes play very poorly after 21S. Part of the idea behind 61P-21$ is to create good sixes.

21$ does not look very good in this position.
