Here's what actually happened (my understanding from quotes fo tournament directors, players overseeing the incident and video recordings):

Players were allowed 10 minutes break between each final game.

Shahab took 12 minutes in the first break, which was not considered a problem.

But then he didn't want to resume his match. He wanted a longer break, in order to analyze some positions from the first leg of the game.

The official refused him the extended break to analyze positions, and asked him to resume the match. Shahab protested this. The official said that he wasn't certain if the rules allowed for XG analysis of games during a break of that kind ("best of X" format), but that he had already had a longer break than what was allowed. At that point the tournament director was summoned to make a ruling.

Steen Gronbech (TD) ruled that Shahab had to resume play, since he had already taken a break longer than allowed, and doing XG analysis of your opponent in an ongoing match wasn't reason enough to extend his break beyond that.

The above, however, is just one of many incidents involving Shahab during the Nordic Open 2012, and the days after. I won't go into details at this point, since I trust my colleagues at the DBgF "Etics Committee" to make any public statements, if they find reason to do so. Currently they haven't decided if they should process the case.
