I wasn't there nor have I watched the video of the subject, specific (mis)behavior; however, generally speaking ....
Without question, any and all behavior by a player -- verbal or otherwise, as gamesmanship or as intimidation -- intended to distract, to disturb, to confuse, to interrupt concentration, and/or to otherwise bother the player's opponent should be, at the opponent's request, stopped by the director.
Similarly, in my opinion, any and all behavior by a player -- verbal or otherwise, with or without intent -- which causes distraction, disturbance, confusion, interruption of concentration, and/or bother to the player's opponent should be, at the opponent's request, stopped by the director.
I would hope any player would simply be considerate enough and respectful enough so as not to engage in such behavior. I would hope any player would have the decency to immediately cease any such inadvertent behavior upon the request of the opponent. In the absence of compliance to such a reasonable request, I would hope any director would end such behavior. Every player should have the right to play the game without disruption and no player should ever be forced to compromise their game in any way for the petty actions of an opponent.
If a player's opponent condones such behavior, fine; if not, it should end.
