Does Jacoby Rule affect checker play? Implications for Hickey and Storer's WHAT'S YOUR GAME PLAN?

I note that Hickey and Storer in WHAT'S YOUR GAME PLAN?, at page 9, indicate that "We assume the Jacoby Rule is in force." As y'all likely know, this is a book that presents a set of 122 checker-play problems ("though we often discuss the implications of future cube actions.")

I don't like our use the Jacoby Rule, so before I start going through the book, I was wondering what effect its use of Jacoby has on the analysis and results it discusses.
