Clarification of rule 5.6 (USBGT)?

I think this rule only applies to 2a 1a and 2a 2a when the cube has been turned. At this point if either player accidently drops a recube Im sure any tournament director would say play on for the match. But if you drop a recube at 2a and your opponent 4a that could be counsidered resignation if in a non contact position. You cannot resign a game where there is still contact I believe.
