In such positions I usually want to diversify so as to handle all numbers well if possible, and watch out for how doublets play. 13/10 9/8 seems normal and safe enough that pre-clearing the 6 point cannot not gain enough (if at all) in most sequences to make up for what it must lose when opponent rolls 6-6. A stacking play like 13/9 tends not to be better than a diversifying play and offhand I can't see any reason to think 13/9 should be better here. I spend no time on 13/10 4/3 since 13/10 9/8 seems good enough that no need for the 4/3 shift is readily apparent.

It does look like 9/5 is better if our next roll is 6-1 or 6-2, but there are other numbers like 5-4 and 4-3, I believe, that are better after 13/10 9/8. I vote for the play that seemed probably best at first glance.
