Your suggestion is, I believe, closely related to mine.
It's much easier to do things spectacularly well than to explain why and how to do things spectacularly well. This goes for human geniuses as well as bots. Thus, for example, it's easier to produce a neural net that takes into account all kinds of subtle features of a position than it is to explain what those subtle features are in humanly comprehensible terms.
Similarly, I believe that it would be easier to produce a bot that implicitly understands what it is for a decision to be tough for a human being than to explain its findings in humanly comprehensible terms.
So I think the logical stepping stone to obtaining what you're asking for is to aim first at what I'm asking for. Once we have a bot that implicitly has the information you desire, then we can work at extracting the information explicitly.
