1. I'd double this, too.

2. 13/9 11/9 looks better than 13/11 8/4 to me, too.

3. Blue has only 3-3 to worry about. 3-5 is not a problem. I think Blue should clear the 18 point now. With 18/13 18/10 Blue looks more likely to both clear the 10 and clear or make the 8 -- less worries (thus better on 3-1). Better if White fans, but only a little. 18/10 looks better on 3-5, 3-6, 3-4 and especially on the 3-3 joker -- I suppose I'd play 18/10 because of that.
