elo ratings are a better foundation?

Elo ratings may not be perfect but certainly good enough that we are already using it for live and on-line play.
1) Already gives credit for every match so that if you've played one tournament your ranked.
2) Need to establish global criteria for tournaments and events to include but USBGF criteria is already good.
3) Needs to segregate ratings by division (Open, intermediate, novice...etc). Barry Silliman does this in his parsing of USBGF data for leaderboards but if you just look at the ratings list it is not obvious how to segregate to the casual observer unless you know the division everyone plays. And then many players change divisions as they improve and/or depending on their cash flow, mood and tournament location.
4) Already generally used globally.
