This is an interesting problem that has not drawn much attention.

  • A (Attack) = 8/4(2), 6/2*(2)
  • B (Both) = 24/20(2), 13/9(2)
  • C (Cross) = 24/20(2), 8/4(2)
  • E (Each) = 24/20(2), 6/2*(2)

Any of these moves leaves Blue in the driver’s seat, but I like A (Attack).
