About the 'badness' of 13/10 13/11:

42P gives white a good priming start, especially when coupled with our weak 32 reply. The top moves are the ones that counter somewhat the priming plan: 20/15 tries to run a checker, reducing the number of checkers that could be primed, and 24/22 13/10 and 20/18 13/10 try to get a good anchor while not leaving too many blots around.

The 42 also gives white an edge in tactical variations. After 13/10 13/11, there are a bunch or indirects that send a third checker back, very bad for us; with other numbers, white attack inside, so that we do not have the chance to use the builders on the 10 and 11. Assuming we hit back, a common variation is for blue to reenter and re-hit, we hit a return hit, and then Blue hits one of the builders on the 10 and 11.

In short, we do not get to use the builders on the 10 and 11, these are just targets for white.
