Perhaps I don't understand your objection. Is it the same as Tom Keith's? In that case, I'll grant that there is something to the intuition that a skillful game is one with a long, continuously rising yield curve, and that this is not captured by the definition I proposed.
Still, I think that the dominant intuition for most people is that a skillful game is one in which there are strong players who can consistently defeat weak players. The more consistently the strong players win, the more skillful the game is. How much effort is required to become a strong player seems to me to be a secondary issue.
