World class

Do you consider all players who can play well enough for XG to say "wc", world class?
I am not familiar with XG yet but I would say that if a player can play on average (consistently after hundreds of matches and depending on the blunder and error threshold settings used in Snowie) at less than an error rate of 5 he should be playing in the Championship field at tournaments.
Where do the bots' PR thresholds come from? Are they based on empirical data or just the developers feeling of how difficult it is to achieve a certain PR?
In the case of Snowie, I think they were calculated and devised by the developers who were tournament players themselves.
How many 17-pointers out of 100 matches should a player be able to win against the world's best backgammon player in order to be considered world class?
If the player matched against the best backgammon player in the world plays (according to analysis) as good or almost as good as the best player, it does not matter how many matches he wins or loses, it's about how well he played.
By the way, the following is from the Snowie Help file:
Based on this normalized error rate, a classification of the players strength is estimated and displayed next to the two player names...
0.0 - 1.2: Extra-terrestrial
1.2 - 4.4: World class
4.4-5.9: Expert
5.9-8.8: Advanced
8.8-12.6: Intermediate
12.6-18.5: Beginner
18.5 - ??: Novice
