Phil, your posts in this thread... Come on!
The bet you propose seems to "cut so much slack", that Stick would be a sure winner, even if he were indeed cheating online. Especially the fact that you would want Stick to play vs. ExtremeGammon, not vs. a real opponent.
And the last two posts (on Hank Youngerman + the one about the effort needed to cheat online) are contradictory. Further more you assume that a cheater would be cheating all the time. As you say yourself, no cheaters would play PR 0.0, unless they were idiots.
When you have players of Stick's strength, a high level of cheating is maybe in the ball-park of checking one decision every other game... Imagine a player around the 3.0 mark could remove just one of his large errors in every other game?
And it would still be cheating, even if someone checked just a single position in a session! Or asked a friend in the room for his input on just one position... That's a level of cheating that is virtually impossible to expose or prove, and even more impossible to "settle the accusation" through a live bet or test.
Where does that leave Stick? In a spot that is not easy to deal with, since he has no chance of proving his innocence! (*) Not fun, but good "advertising" to get live money opponents lined up! :-)

(*) Much like the one Stick was putting PJT in, a couple of years ago, without producing any evidence I might add... (unless I've missed something during the periods where I don't read BGO).
