Fast Roll ?

Your home board- You have the 6 and 4 point- Opponent from the bar rolls 6-4( He dances). While his dice are still on the board, you roll the dice(technically, he has no play). Can the opponent invoke a fast roll call here, despite having no move to play ? (it occurred in our match- we did not use fast roll rule, but, were just curious of the official rule here.)
