Proving Backgammon is a Game of Skill

BACKGAMMON is more game of skill then POKER. 2 games are substantially different in tactics and strategy. Poker tournaments are meaningless if there is no money involved (play some freerolls on various servers and see), while backgammon tournaments can be and are played equally whether money or no money is involved.

One proof for backgammon is in fact the elo ratings on various servers, this number shows that expert backgammon players always have this elo rating very high oompared to intermediate and beginner players who can't achieve high elo rating.

As for legislation, various countries have different definitions of game of chance.

Croatian "Act on Games of Chance" definition is:

Game of Chance shall mean a game in which, in exchange for payment of a specific sum, participants are provided with the opportunity to gain cash, objects, services or rights, where gain or loss depends mostly on chance or on another uncertain event.

So: exchange of payment and dependness mostly on chance is pre-requisite for this definition.

This law is applied to texas hold'em poker in the Republic of Croatia.
