The book Characteristics of Games, which I've mentioned here before, has a section on luck and skill. They put a lot of emphasis on the Elo spread as a measure of the amount of skill. Since the authors are leading game designers and wrote the book in order to teach a college-level course on games, citing it could give you some academic credibility when you argue that the Elo spread in backgammon proves that it is a game of skill.
Caveat: Characteristics of Games argues (quite persuasively IMO) that several common presuppositions that the law typically makes about luck and skill are misguided. For example, they argue that luck and skill are nearly orthogonal, whereas the law typically presupposes that the two are opposed. They also argue that skill is agential, meaning that it is a function not of the game itself, but of the community of players who play it. These claims could be controversial so you may want to be careful about citing the book too freely.
