In Response To: Adding Backgammon to Proposed Legisation for Online Poker. (Perry Gartner)

My memory on this is sketchy but I believe there was testimony by Paul Magriel back in the 1970's on a court case validating backgammon as a game of skill.

After that court case backgammon was pretty much accepted in every state.
