On the issue of skill:
All the proposed legislation has to say about skill in Poker is under Title I, Sec. 101, (a) (19):
"(10) Poker is unlike casino-banked games or sports betting. Poker operators are not participants in the games and only receive a set fee for hosting them. Much like winnings in pari-mutuel wagering, a type of betting that Congress has permitted, poker players’ winnings come not from the house, but from the pool of other players. In addition, winning at poker involves some measure of skill. Skillful poker players can earn winnings in the long term, while players of house-banked games will always play against odds favoring the house."
And Title I, Sec. 102 Definitions, (16) Poker, (A) (iv & v):
"(iv) in which players compete against each other and not against the person operating the game;
(v) in which bets or wagers of one player are often designed to and may rationally affect the decision of another player in the game"So if the plan is to write a letter about skill v chance, I’d simply say; “backgammon too, but more so.” If you can get crossover players of renown, e.g., a Harrington, Lester, Magriel, … to say; “is too” it might help. A Hansen endorsement might hurt more than help as the proposed bill is vehemently anti-international (for that matter, it appears to be against Mom's apple pie and virtually everything not related to creation of an Online Poker monopoly in the state of Nevada).
But far more important – the USBGF should make absolutely certain that (if it chooses to write a letter) it
does not endorse this bill in any way shape or form! (to be continued…..)Edge
