Another approach,

White has 38 pips to play with in the event she doesn't blot or clear. This happens 21/36 = 58.3% of the time. We (as in I) can estimate the number of rolls blue will get to hit a shot i.e. (38 * 58.3%)/8.1667 = 2.7 rolls. Therefore blue's shot Equity is 8 * 2.7 = 21.6%.
