You might find it instructive to roll out the illegal play bar/21 (no ace). I think you'll find that 21/20 actually weakens Blue's position, while 7/6 strengthens it. So in a sense, bar/20 is wrong twice.

If your intuition doesn't strongly prefer a 6 point spare to a 7 point spare in almost any instance, you should work on modifying your intuition. To me it's actually an aesthetic value.

I think you may be underestimating the value to Blue of the gap on White's 5 point. If White rolls a large set soon, or dodges Blue's attack after running off the anchor, Blue will want to play a shadow four point holding game, which will generate many more shots than the shadow five point game, precisely because of the gap in front of the "anchor". It's not just about immediate shots.
