He probably meant 9/3, which is the 6 I like. This play doesn't create more blots and puts the checker on the 9 point in a more useful place. 13/7 strips the midpoint (when blue is going to be wanting to hit off this point soon) and creates a new blot unnecessarily. Also, the race is nearly even, so the case for "bold play" isn't so clear.
