Do rollouts performed by the two (equal) strongest bots that home PC's can reasonably handle give the most meaningful results?
Yes, I think they do. Using bots on weaker settings is a very artificial way of trying to emulate weaker players. Weak players play less like bots on weak settings than strong players play like bots on strong settings.
Run the rollout on the strongest settings you can. In other words, try to get as close to God-vs-God as you can -- that will give the most useful information.
If you want to get more realistic human-style rollouts, here's an approach that might work. Gather as many recorded matches of human play as you can -- there must be hundreds of thousands of them out there. Create a bot designed to emulate human play. That is, the NN would be trained to try to guess the human player's move in each case. Once you have your new human-style bot, run the rollout using this new bot. I have no idea how effective this approach would be, but the results would certainly be interesting.
