I see your point, but rating and measuring the skills of lower-level players is a double-edged sword. Player who are not that good are generally self-conscious about their skills, or lack thereof, and are not delighted that their name goes up on a web site stating that the are a 13.0 player, or whatever.
I am an advocate of rewarding intermediate players for performance, and for that reason I believe that an intermediate player who starts out the years as an intermediate should be able to finish it so that he can win the award for that year, and so there is a true race for the top intermediate. I so no problem in tracking results and publishing the names of the people who win the most points.
This thread, however, is whether or not we can have a separate system that rates the Open players based on their performance in both the Open and Masters events.
I see no problem in having a similar ranking for intermediates which includes intermediate jackpot events as well when they are offered.
