I would go with bar/21 13/11. Small numbers that hit for white like 42 and 22 and also 54 are also constructive for him at the other side of the board (22 and 42 make the 20 point and 54 hits the blot on the 11). I believe blue should start doing something with the stack on the 13 now and not postpone it for later.

Hitting in blue's home board should be much weaker this time, because blue entered on 21 and not on 20 so white will not be that eager to hit him there. Also slotting the 2 is quite different from slotting the 3.
