To respond to Chuck, I was trying to come up with a hypothetical situation where, under EXISTING rules, a match could ARGUABLY end in a draw. I personally favor "legal moves only," but when the rules allow condoning illegal moves (and aren't clear about what's illegal or if there's a difference between illegal and impossible) ambiguous situations can occur.
