If there is something official in the terms of entry to the tournament, then I'll stand corrected,

From the tournament brochure:

Recording of matches is permitted by video recording and by manual transcriptions by third parties. Prior to recording, both players must agree to equal access to the recordings and to any derivative material and must agree the recordings and any derivative materials will not be provided to any third parties without the prior consent of both players. Failure by a player to observe these considerations will result in the forfeiture of future recording privileges.

but I think the idea that a simple record of the moves played is off limits without permission from the players takes the whole etiquette thing way too far.

I can't get on board with that. I think I can in the case of an internet streamed match. There, the record really is public.
