Here is my opinion: Your #1 priority is to get to the 6 point ASAP. The number you have the highest odds of rolling is a six. Therefore you want to be on the 18 point, because then you are twelve (6 + 6) away from where you need to be and so will get to the six point in the least number of rolls. Magriel said something similar to this in a similar context during his commentary of the 2005 world championship (O'Hagan vs Carlsten).
