buy-backs and ROI

My club does buy-backs for two rounds. The initial entry fee is $20. Each buy-back round is $10 for a maximum of two rounds. If there are 16 players and I am ranked #4, how would I calculate whether it is worth it to buy back? If I am ranked #16--the worst player--should I buy back? How about being ranked #1?

Does the raw skill of the other players matter? Let's say #1 and #2 are in the top 100 in the world. #3 and #4 are not quite there yet but are studying and training hard. The bottom two have not played in a tournament before. The rest have never studied but have been playing their whole lives.
