How byes should be allocated in a tournament with consolation?

Let's say that you run a tournament of less than 32 or less than 64 players. The tournament also has a consolation. How do you allocate the byes in the main event to minimize the chance that a player will receive a bye in both the main event and the consolation? Is there a free software that can do this, or a website that explains how to do it?

How are draws made in big backgammon events? Is the draw conducted by a software or is it done manually by people? How are usually the pairings of players posted? Does the TD write the names manually on a piece of paper, or are they printed with a pc?
