Move Over?

I have always played backgammon under the premise that your move is over when you lift your die/ or dice from the board. Recently, in NYC,someone who rents out backgammon equipment stated that the ABT rule is actually that your move is over if you merely touch the dice after making a move. I have never seen such an interpretation of the rules of backgammon in any venue of play. What is the actual ABT rule re: move over? Thanks, Seth
