I wasn't there, but based on the description of the event:

It is bad enough that Player A tried to pull some illegal and/or unethical stunt; however, it is made much worse by Player A then lying about the occurrence. If the proof of the act and the lie/cover-up are not in question, I think Player A should be thrown out of the tournament (no refund) and, perhaps, suspended from ABT play for some period of time.

Perhaps Player B over-reacted and did not demonstrate tact and diplomacy -- Player B should simply have immediately called for the director; however, I can sympathize with the reaction. If anyone has something like that pulled on them over the board, he/she is going to react. I think Player B should be admonished and advised to not, in the future, escalate such a situation, just call the director.
