What kind of behaviour should we tolerate at a tournament - Beltway ABT example

I have seen that situation ruled both ways (may even have ruled both ways in local events myself):

1) two different color checkers on the same point.

2) That resulting position has to be legally obtained position. Allow player A to make the play in a legal manner.

I do prefer the #2 solution that you experienced with Jeb in 2006.
