The question is not whether there is any reasonable argument why a player would say no. Even if there is no such argument, Bill could conceivably get into trouble if he finds himself violating some kind of agreement or law. In the world we live in, behaving reasonably isn't a guarantee that you won't get into trouble.
I'm of the opinion that when a player consents to have their match streamed, they implicitly consent to the match transcript be made public. That being said, it would be courteous to have the person in charge of the streaming obtain permission -- verbal permission should be sufficient.
In the case at hand, I'm sure if you email the parties involved, they would consent.
