BQ: how to f...k up your board

Though I don`t consider myself a beginner, I don`t think I really understand this kind of position. That`s why I need to ask for explanation why 3/2 is so bad. I had to modify a lot to get a position when things start to change. So I found the 2nd posted position - I don`t get all the reasons for this big difference.
