Tom, your solution is still inferior to having fair, good rules to begin with. What I have done is ask every opponent I play if they would agree to play legal moves. Virtually all of the better players agree, and a few don't for reasons of their own (maybe they think that they can get an advantage because they know they are careful, or maybe they are afraid of a conflict which could arise if I later lie and don't "remember" that agreement, or maybe they simply are more comfortable with the original rules).

But players that are not willing to agree to the change, or don't understand the nuances of the differences, create the problem we now have. And again, I have not listed many other problems caused by playing non-legal moves.

I do agree that a clock solves many problems regardless of which rules are used, but not all.
