No. This person has turned me down before and prefers the current rules simply because his English is not very good and it is confusing for him. But I do get your point. If I offer someone to play legal moves and they say no, and they screw up, I certainly should feel more inclined to let them be punished when they make a stupid mistake. The problem is, I agree with Neil and others who believes this is a bad rule and a harsh punishment and I don't like doing that and I don't like having to decide, especially when there is a simple solution that almost all of us would like to see and that makes more sense.
