If you have a 0.14.3 release then you must have installed it from an old setup program. You should consider removing it. That version would be 8+ years old. There were some v0.16 releases many years ago and they are antiques as well.
GNUBG 20121023 (Version 0.90 software With the V.15 neural network) is the latest *official* release currently available on Windows.
There is at present an unsupported development release for people wanting to play with the new neural network on Windows. It is a pre-release of the first version 0.91 release of software. The new neural net training was done by Philippe Michel. The neural network version number is now 0.91 where as the predecessor was v0.15).
More about the development release can be found in a post on the GNUBG mailing list (You won't find it mentioned on the GNUBG website, as it is an unofficial version).
