I completely disagree.

In Tiger's case he made an illegal drop. Since he openly talked about his incorrect drop on television which lead to the subsequent 2 penalty strokes, it seems that he may not have known the rules well enough (as opposed to knowingly breaking the rules). He intentionally went back 2 yards for his drop to get a better yardage. Off course the rules don't allow you to improve your position, lie or swing path by dropping where you think you will have the easiest shot from.

Now, the drop rules have remained un changed for what seems like an eternity so how Tiger could not know these simple rules by heart is beyond me.

Historically, ignorance has not been enough of an excuse to avoid being penalized when not following the rules.

I see no reason to change the rules of golf just because Tiger doesn't know the rules well enough.
