Historically, ignorance has not been enough of an excuse to avoid being penalized when not following the rules.

Two strokes is ample punishment imo. DQ'ing someone depending on whether the infraction was brought to their attention before or after they signed their scorecard is just unnecessary.

If Tiger was favoritized with the ruling he got is a separate issue, but it would seem that there is some basis for ruling like they did.
