Penalty points

I'd also like to congratulate the tournament organizers, who performed in a friendly, professional manner, even under considerable provocation. The situation on Saturday night was unfortunate, but I have seen it happen before (certainly in Pittsburgh), where a large crowd returns late from dinner. In this case it included the tournament director. I think Phil's advice is sound about avoiding these types of outings (or perhaps enlarging the dinner break to accommodate them). But the remedy for this particular case is far from clear. What if both participants in a match were at the dinner? Should they both receive penalty points? In my case, I was down 5-2 in a match to 9, so might have lost the match, even though my opponent was equally at "fault." I think there is something in the rules about administering them in a fair and reasonable manner. In this case, the director called back to his staff, apologized profusely, etc. I'm not sure what purpose would have been served by assessing penalty points on his dinner companions. I'm confident that his ruling had nothing to do with any calcutta holdings.
