The real point is that if you have good rules, and apply them consistently, you will rarely have to apply any penalty at all. People will be on time and people will follow the rules.

In the U.S. there are thousands of deaths on the highway because of speeding. If the laws were changed that if you are caught speeding you are fined $1000 and you lose your license for 6 months, there would be no speeding and no deaths because of speeding. (Of course, we don't have those laws because the municipalities make too much money from speeding fines and if we did have those laws many lawyers, judges, and policemen would lose their jobs--all good things for society as these people could then be employed doing something productive for society.)
