You can't compare backgammon to chess when it comes to clock management. In chess, if you are short on time, you can make a move in a fraction of a second. In backgammon, on the other hand, you must pick up the dice first, shake them and then roll. Every move takes at least several seconds no matter what and hence time delay must be used.
