This is the first time in history that a player is not DQ'ed for signing a wrong card. - CMC
I can't understand this about golf. You get a complete DQ for not signing your card. Honestly, why does this EVER happen if the penalty is so severe? - Jason
I assume you misspoke (mistyped?) when you said "...DQ for NOT signing your card..." (emphasis mine) and meant that with such a severe penalty how could a player not check, doublecheck, triplecheck,... before signing his scorecard to insure there isn't an error which will lead to disqualification.
Taking into account this may have been simply a rhetorical question, and that the rote answer is that (except for the rule) it has nothing to do with golfers in particular, it may be worth explaining how golf scoring is done:
(Unless this has changed since I was involved in the game), in a stroke play event a player keeps his own score unofficially and an opponent's score officially. At the end of the round they compare scorecards and the player finalizes his score reporting by signing the card kept by his opponent. Now you probably still say "how hard is it to compare two columns of numbers for consistency?" Fatigue, anger, carelessness, apathy, laziness, poor penmanship,... the list can go on for a long time.
FYI, for those not familiar with it, the most famous (by far) error for signing an incorrect card (not a DQ, though) potentially cost a great player his (as it turned out) only Masters Green Jacket, eventually (by career's end) leaving him with only a single major title for his lifetime of effort:
