Yes, obviously one should recuse oneself if he owns one of the players to a dispute. But what if he owns another player, and his ruling in a dispute between players A and B could help player C, whom he owns? There is a possible motivation for bias, but as I said, there are many other motivations, and at some point one needs to trust the committee (or not play in the tournament).
