4's are dupped, as white will have to bear in safely with 3 open points in front of blue's anchor and making a point will help white's game greatly. Blue does not want to split, because this will create a new game plan for white (attack and move the back checkers) and also because white might have to leave a blot as he tries to bring the position home and also because he cannot win a race. So you slot the point you want most, which is the right thing to do in many situations where you do not have a clear goal.
