I assume you misspoke (mistyped?) when you said "...DQ for NOT signing your card..." (emphasis mine) and meant that with such a severe penalty how could a player not check, doublecheck, triplecheck,... before signing his scorecard to insure there isn't an error which will lead to disqualification.

You assume wrong. I wrote exactly what I meant.
