This really is pretty much of a non-issue. A ruling committee rarely is called upon to make decisions, and when they are, they are generally always made up of people that we all respect for their experience, fairness and judgement. Obviously if one of the players is your best friend or someone you own in the calcutta, you should recuse yourself, but otherwise, most decisions are not that complicated and we can rely on a committee of three reasonable, experienced people and the director to make a fair decision. Now, they might not make the "right" decision in my, or others opinions, but even when I have seen decision that I don't agree with, I have yet to believe that there was any favoritism or collusion in the process. I doubt any of us have ever doubted that about a ruling committee (though I know some have felt that way about the director, himself, and that is one reason we can appeal to a committee.)
Now, back to Atlanta....if I was one of the people delayed, and I wasn't such a damn tactful person, if I sat there and had to wait, as David Presser did, after being chastised and threatened earlier when he was 5 minutes late, I might have asked for a committee and a ruling. If I had been on that committee, I GUARANTEE you I would insist on penalty points for all parties who were late, and I believe any knowledgeable, experienced player would have ruled the same way. So we do have safeguards when the director fails to do his job...nobody cared to do this in Atlanta.
